of the International Chess Open Festival "ISTANBUL OPEN 2011"
and the Qualification Tournament for the Blitz
General information of the festival:
The International Chess Festival "İstanbul Open 2011" will be held in İstanbul from 11 September (the date of arrival) to 18 September 2011 (the date of departure).
Two Open Tournaments (A and B) are made up according to the rating of the participants. This time, the Qualification Tournament for the Blitz Tournament will be held within the festival, in addition to the open tournaments.

There is no entrence fee for GM and IM title players. The entry fee has to be paid in the

     Festival office. This must be done at least two hours before the tournament begins. The   

     tournaments will qualify for FIDE ratings.


     Entry fees

Category A:       60$ (90 TL)

Category B:       50$ (75 TL)

Category U16:   30$ (50 TL)

Blitz            :    30 TL


Foreign players who have a valid passport are acceptable for the tournament.

    FIDE laws of Chess article 6.6.a is valid.(when the start is given any player who is not at  

    the table loses the game. The default time is “0” (zero) minute)


The Organizers of the Festival are the "Turkish Chess Federation", Turkish Chess Education Foundation (TURSEV) and Yıldız Technical University


Type of Chess Festival:
The festival consists of two open tournaments, each of which is a nine round Swiss event.
The Tournaments and Prize Fund:
The total prize fund of the tournaments is USD 14.200 and TRL 1000 for Blitz Tournament.
Tournament A:
for chessplayers with a FIDE rating higher than 1600 and 1800 national raiting (TR)
Total prize fund Group A: USD 9000

The sharing prizes will be shared.

The players who have a right to get more prizes than one will take all their prizes.
Veterans prizes for A category and Blinders prizes B.
Tiebreak systems:
For tournament A and B:

  1. Buchholz-1, Buchholz-2, Sonneborn-Berger and Winning Number are practiced respectively for every degree.
  2. It is referred to the final ratings (cancel of equality) for the determination of medals of the first three degree.


Seniors, Juniors and Women:
A player will be considered a Senior when he was born before 01-01-1952.
A player will be considered a Junior when he was born after 31-12-1995.

Time control:
Tournament A and B: 90 minutes and increment of 30 seconds per move, starting from the first.
The participants should keep the record of moves till the end of the game.

Swiss system
The Swiss pairings program used in all tournaments and in the Blitz Tournament.
Accommodation
The organization will answer and evaluates the bed and breakfast accommodation requests of titled players on the condition of communicating with e-mail.

Appeals
Committee evaluates the problems in question according to the FIDE Rules. Appeals must be made within the 15 minutes after the game has finished. Appeals must be made in written to Chief Arbiter. 35 USD must be enclosed with the appeal.
